The problem
The board arrives as a PDF, and turning it into something the job can use means retyping every caption and cropping every panel by hand. So nobody does, and the board stays a dead attachment.
Import the director's PDF
The importer reads where the document itself placed every picture, so panels are exact, not guessed. Nothing is created until you have looked at what was found.

The difference
The PDF import actually reads the document.
Panel detection replays the PDF's own drawing operations to find each picture's exact rectangle, and captions are matched by geometry, by where the words sit on the page, never by asking a model to count panels and hoping it counts like we cut.
